Nova Scotia Nominee Program (NSNP)

The Nova Scotia Nominee Program (NSNP) offers several immigration streams targeting a diverse range of potential newcomers to Canada. From international graduates and temporary foreign workers in Nova Scotia, to skilled workers and entrepreneurs outside Canada, many people find their route to Canadian permanent resident status through a Nova Scotia immigration stream. Through a range of NSNP streams, some of which are aligned with the federal Express Entry system, Nova Scotia targets applicants who have the experience and human capital factors the province needs to build its economy and communities. The Northwest Territories is the most populated of Canada’s three territories. The capital, Yellowknife, serves as an important administrative, economic, and cultural hub for the area. Despite its size and remote location, Yellowknife offers an impressive range of schools, medical services, and cultural amenities, and has the infrastructure you would expect of a regular city, including full telecommunications and cellular coverage, an airport, and the only public transit system in all three territories.

The province is composed of the Nova Scotia peninsula, Cape Breton Island, and over 3,000 smaller islands. Through this program, prospective immigrants with the skills and experience targeted by the province may receive a Nova Scotia Provincial Nomination Certificate.

The NSNP maintains an active interaction with the federal Express Entry pool, and candidates may have a range of options if they are interested in moving to Nova Scotia.

The Labour Market Priorities Stream has proven an exciting new addition to the NSNP’s offering for 2018. This dynamic and flexible stream allows the province to select eligible candidates from the Express Entry pool based on the latest labour market needs, and invite them to apply for provincial nomination. Each invitation round selects candidates in the Express Entry pool with work experience in a particular occupation or occupations. Candidates selected through this stream may count on fruitful career opportunities in the province, as their occupation has been targeted because there is a shortage of that experience and skill set locally.

Nova Scotia uses the federal government’s Express Entry immigration selection system in order to select candidates for Nova Scotia Demand: Express Entry. This stream, which came into effect on January 1, 2015, is for highly-skilled individuals with a post-secondary education and qualifications that will help them successfully settle in Nova Scotia. There is a list of 11 eligible occupations for this stream.
Nova Scotia uses the federal government’s Express Entry immigration selection system in order to select candidates for this stream, which provides a pathway to permanent residence for highly skilled applicants who have worked for a Nova Scotia employer for at least one year.
The Nova Scotia Occupation in Demand Stream is designed to target specific NOC Skill Level C related jobs that are in high demand in the province of Nova Scotia.
The Nova Scotia Nominee Program (NSNP) Entrepreneur Stream is designed to attract individuals who wish to start or acquire a business and settle permanently in Nova Scotia.
The International Graduate Entrepreneur Stream is open to graduates who have completed at least two years of full-time study from a recognized Nova Scotia university or Nova Scotia Community College, have operated their own business in Nova Scotia for at least one year, and intend to settle permanently in Nova Scotia.
The Physician Stream is open to internationally-trained general practitioners, family physicians and specialist physicians with a signed employment offer from Nova Scotia’s healthcare authorities.

Nova Scotia Entrepreneur Stream

In order to be eligible under the NSNP Entrepreneur Stream, applicants must:

  • Be at least 21 years old;
  • Have a minimum $600,000 CAD in Net Business and Personal Assets, verified by NSOI designated third party professionals;
  • Demonstrate accumulation of claimed net worth through legal means, verified by NSOI designated third party professionals;
  • Have a minimum of three years of business ownership experience including 33.33 percent ownership OR greater than five years of experience in a senior business manager role in the last 10 years;
  • Agree to make a minimum capital investment of $150,000 CAD to establish or purchase a business in Nova Scotia;
  • Demonstrate sufficient language abilities in either English or French verified by an approved language testing agency;
    • Sufficient language abilities are considered to be Canadian Language Benchmark (CLB) 5 in all four components (listening, speaking, writing and reading).
    • The following are the approved language testing agencies under the PNP:
      • English:
        • Canadian English Language Proficiency Index Program (CELPIP) General test
        • International English Language Testing System (IELTS) General Training
      • French:
        • Test d’Evaluation Du Français (TEF)
    • Language tests must be taken within two years prior to the date of EOI submission.
  • Have a minimum of a Canadian high school diploma OR an equivalent foreign credential verified by an Educational Credential Assessment (ECA), which is dated within the five years prior to the date of EOI submission;
  • Have a Business Establishment Plan and be able to demonstrate an in-depth knowledge of the plan; and
  • Agree to reside in Nova Scotia.

Expression of Interest Points Matrix
